Down Payment Assistance

NPHS offers a variety of down payment assistance programs for residents living in the Inland Empire. These down payment assistance programs are giving families opportunities to fulfill their dream of home ownership. While serving low and moderate-income families, NPHS offers deferred loans which dramatically reduce monthly mortgage payments. At this time we have the following programs available:

City of Chino Down Payment Assistance Program

The City of Chino is participating in the federal Neighborhood Stabilization Program (NSP) and is using these funds  to acquire, rehabilitate and resell foreclosed single family homes throughout Chino. All of the homes in this program are rehabilitated and sold to eligible buyers.  The City of Chino  is offering Down Payment Assistance for these properties. Ontario “Open House” Down Payment Assistance Program

The Ontario OPEN House Program is a down payment program funded with federal HOME American Dream Downpayment Initiative (“ADDI”) and local redevelopment housing set-aside funds. The program is designed to increase homeownership rates and revitalize neighborhoods. The program is being administered by NPHS and the guidelines are as follows:

  • The maximum loan amount is 6% of the purchase price. Costs associated with obtaining a loan will be deducted from loan proceeds.
  • The maximum combined Loan to Value is 100% and includes all loans and encumbrances placed on the property.
  • The assistance will be provided in the form of a 45-year, zero percent, deferred payment, loan with an equity share component.
  • The purchase price can not exceed the area median purchase price for San Bernardino County (Call for current limit)
  • Homebuyer must complete NPHS’ 8-hour homebuyer education class
  • All applicants must have a combined household annual income at or below 80% of San Bernardino County’s area median income (adjusted by household size).  See below:

Rialto Homebuyer Assistance Program

City of Rialto DPA – Offers up to 10% of the purchase property in down payment assistance to households that are at or below 120% of the Average Median Income and are purchasing a property located in the City of Rialto.
